Here is what the circles mean - 

The 9th Kyu and 8th Kyu is not on the poster since they are usually the white belt levels

The yellow circle is the 7th Kyu Yellow Belt 

The green circle is the 6th Kyu Green Belt 

The blue circle is the 5th Kyu Blue Belt 

The purple circle is the 4th Kyu Purple Belt 

The brown circle is the 3rd Kyu Brown Belt 

The black circle with white dot represents the 2nd and 1st Kyu's - 

black circle is 2nd Kyu Brown Belt and white dot is 1st Kyu Brown Belt

The black circle is 1st Dan Black Belt 

The black circle with red dot represents the 2nd and 3rd Dan's - 

black circle is 2nd Dan Black Belt and red dot is 3rd Dan Black Belt

The red circle with black dot represents 4th and 5th Dan's - 

red circle is 4th Dan Black Belt and black dot is 5th Dan Black Belt -
